You are not going to use IMS very often, you are going to find friends and/or a guild. Same goes for about ever class in any game. For me the question is why is IMS used so much, why isn't the goal to be to focus on finding others with your same interest so that you can focus on achieving goal at a high level. With well over a decade of MMO experience IMS has always been that last option ever to us and honestly many dislike the idea of it even being in game.
Only time i IMS as a tank is to help 3 others get an instant que if we are short one person, never solo.

I use IMS because I'm not interested in a guild or friends and I'm a pretty good tank.

also, due to the guild quest system, think more tanks in general are going to only do guild runs to speed things up.
Even during the peaks of brawler there was still a lack of tanks to go around.
Due do this, most guilds and friends tend to put their tanks on speed dial. The tanks you're looking for are already in runs.
I agree to this. I been in a nice guild for a very long time with great people and got great friends outside the guild as well. I'm known to be friendly and like to be helpful as well but most importanty I know I'm a good lancer tank.
I have not used IMS in ages unless out of a blue moon some friends want to queue for something out of boredom. I only run with guild, friends or people I know and besides as a tank I'm always stretched thin by people wanting me. There is no need for me to use IMS.
As for guilds, we all know there are always a few groups within guilds who only run content with themselves and only invite the other guildies when one of their group can't go. What some friends and I ended doing is gearing one tank and one healer alt each one, it's not the best approach if you want to get titles for a specific character, but that might be the easiest thing to do if you can't find a guild at the moment.
-Tanks running with their own static, guild or friends very often.
-Tanks not running certain dungeons because it's not worth it or depending on what they're going for.
-Tanks are either taking a break or quit from the game until next patch.
-Tanks are busy with school, work and/or life itself.
-Tanks giving up on their tank class and playing on a different class because they're bored? or maybe just give up?
Those may be some factors and maybe there are more. You may question why there aren't tanks as much and this has been an ongoing thing in Tera for such a long time. One thing is for sure is that people need to understand tanks have their own perspective as well. Did you think any tank would want to join any run? Sometimes a tank may not want to tank at all and maybe has tanked too much and wants to try a different class. Or Maybe some tanks don't run certain dungeons anymore, like now only dungeon worth doing is sshm imo with the removal of dreadspire. Also I bet that they will likely inspect the party for skilled status and see if it's a skilled group. Some people don't want to end up in a 2-3 hour run like I myself end up being by accident sometimes, which is frustrating. There are time for learning runs but days I want something efficient when there isn't a lot of time, it's not fun to deal with long sshm runs for example, where I myself already devoted 15-20 hours to learn that dungeon the 1st week it came out.
I don't mean to be rude but ssnm is a joke now for most people. It's okay to run that if someone is new but someone who is experienced totally especially in hard mode, not many tanks would want to run a normal mode since there is not much incentive to it. Most people who have cleared queen in ds22 realize that nothing else close to the difficulty of queen fight. Only SSHM and prenerf SCHM I can think of that is very close. Even though I myself cleared ds22 once, I feel nothing is worth running at the moment except sshm since I'm going for title.
Every guild that I have been in, from my experience I've always been the only tank capable of doing hard mode content. So this puts a stress on me because guild will take me and then friends would want me at the same time most times. I'm sure other tanks go through this as well where we all are stretched thin sometimes. Combine that with the fact that others are taking a break, quit or playing a different class, adds to the nonexistence.
Ah yeah and if you the reaper that was with a mystic and lancer with the lancer having to go afk for a moment on the last boss of KD HM, you did amazing. The lancer was even saying that the zerker who wanted to tank earlier and didnt tank when he said that he needed to go afk was... well lets say said wasn't as expected.
if I recall, I had to heal that zerker way more than I did either the lancer or you as reaper. This maybe partly why people dislike zerker tanks. Meh, at least it was IMS so likelihood of seeing that zerker again slim to none. I hope...
@feazeshero true, most that I know form a static or just run with their guilds, even for us that main healers do that. One tank in my guild was lagging in an all guild run, and because of it we all helped out where we could to help him tank and/or be revived when he couldn't even see the red circles until it was too late. The run was longer, but if it was an IMS group run, he'd likely would have been kicked...
oh and about the giving up part... with the way aggro is now unlike it was from pre-launch until what 2014 timeframe, some that tamk gave up on tanking and refuse to play tank classes. However, even those that I've helped gear rather play dps classes and not be bothered about dungeons like DF and SS among other dungeons. It isn't much fun... like it was back in the day of AC HM tanking with your back to the wall and blind because you couldn't see what Metilda was doing.
Food for thought from a Lancer Main.
In that same instance, we found out that the tank was spec entirely wrong for holding aggro when it came to the crab. Even with me healing them non-stop they refused to block even the walk of the crab... and then standing in front of a shield crab and didn't even try to avoid the hot floor portions of the dungeon... Again, chosed what was best for the whole group and stopped focusing on the tank to help the one DPS that grabbed aggro everytime the tank stopped hitting and we cleared that boss too... I would comment on the last boss for the IMS queued run, but lets say a gunner ended up tanking the last boss
TL:DR;
So with all that said, tanks I queue with often get my attention before the DPS, and I do heal them and keep up volley of curses and contagion and pop Thrall of Wrath when I can if no one is getting super hurt. But when tanks are literally putting the group as a whole at risk, I'll stop healing the tank to keep the rest of the group alive since the tank is literally trying to cause the group to wipe. As Leonard Nimoy said as Mr. Spock, "The needs of the many, out way the needs of the few." In that particular case, the need is to clear the dungeon and stay alive, if the tank isn't trying to stay alive and stay out of places you aren't supposed to stand in, then well...
I too do more things with guild than IMS anymore, but when I do IMS, I expect tanks to be thinking of group and not try tanking in double green circles on DFNM or even try tanking on the lines in Timescape or FINM. I've had enough bad experiences, that I prefer to only run those with LFG or guild. And it wasn't my fault, but the tank just stands there not blocking attacks and not getting off hot parts of the floor that kill in what 2 hits...
