You need both. The procs have different cooldowns.
Do you have both? I'm curious, if they have different cooldowns, do they overwrite one another or does one royal just supersede the other? If they overwrite each other then getting both would actually be a detriment since the 1.5 would possibly overwrite the 2.0. Something that is more likely to happen than not with pseudo-random number generators that most games use, I know in SWTOR I used to get double relic procs all the time even though they had separate cooldowns as well. If the royal only superseded the other, then it is beneficial to have both but there is a diminished return on the 1.5 one given there is a strong likelihood with prng's of both proccing with an overlapping interval.
