Quick Question about Guild Skills

Do any of you know if the Skill "Kara's Touch" (Movement Speed) is a buff to in combat speed, or out of combat speed? It doesn't really specify in the description :/

    if you mean the passive skill that increase by 10 at rank 5, it is combat and out of combat movement speed
