Bug .... Quest ! do not show on map, even when standing right next to npc with available quest
This morning I was discussing achievements with a guildie, and he was saying that he could not find which quests he had not completed, as they don't show on the map, even with it checked in the options unless he goes to each and every npc. And it is true, green quests show, Story line quests show, but yellow quests do not show, even when checked in the options. My character is standing next to an npc with a yellow quest, but there is no "!" over the npc's head.

...Where they in a party?
...Did they re-login to check if it persisted?
...Do the quests show up in the Quest Log tabs?
...Do the quests show up in the Quest Tracker?
...Can other people standing by them see the "!" on map / above the NPC, but only he can't?
...Does he have any mods or graphics tweaks/changes in use?
Should help determine what the issue is; sounds like a clientside bug, potentially temporary, but I'm not sure.
I think the answers to these can steer you in the right direction.
1. He's already completed the quest and has forgotten about it.
2. He's not at the level to obtain this quest.
3. He didn't unlock it after completing the other yellow/story quests that add up to that point.
For being able to see the quests on the map, try going to options>game>reset all or options>game>check both options (example in image).
A Tip: There is some yellow quest marks that show up on the map but are not obtainable because they're meant for festivals/events, and the NPCs are not actually there. This is normal, don't panic, they will show up on the right date. Also, you cannot view completed yellow quests, only story quests. Another tip, sometimes you need to go to a certain town/area or complete a couple of quests in order to obtain different ones; so in other words, you might of completed a couple of certain quests and he hasn't yet.
