Terrible FPS with UI enabled.

Ever since I upgraded my PC to an i7-6700k, I've had an unavoidable 9 - 17fps no matter what if i have the interface open. If I have the interface off, I get upwards of 160 frames per second in the auction house in Velika. I used to use a FX-8350 and had no problems. The only pieces of hardware that changed since then was the motherboard, RAM, and the CPU. I also have upgraded to Windows 10 since then. I checked my GPU usage and it fluctuates between 0% and 70% with the interface on or off.
I've tried all the fixes. I updated Flash and Shockwave, did the memory allocation and put the executables as exceptions there, I put in exceptions to Windows Defender as well, I did ALL the .ini tweaks I could find, I disabled Hyperthreading and messed around with all the other intel cpu settings to no effect, I installed the game on an SSD, I opened all ports for the game on my router and network, I also tried overclocking my CPU temporarily and setting the game to High in the task manager. My power mode is on high performance, and I've also edited settings in the Catalyst Control Center to the "optimal" values for TERA, and ALL settings within the game are at minimum. I also did try medium and maximum settings just to see if it did anything.

MSI Z170-A PRO - mobo
16gb ddr4 ram
Windows 10 fully updated
Non-overclocked

I'm really at a loss for what to do, I like this game. It's such a shame that in all this time no fix has come forward. Maybe it's just my hardware configuration that the game decided it didn't like due to dumb luck. Any suggestions other than buying a different CPU/GPU would be more than welcomed.

even gtx 1080 is useless in this game. This game graphic engine is crap.
I installed Windows 7 on a seperate partition on my hard drive, and configured it with updated drivers, all that jazz.
The game seems to work 100% flawlessly on W7. The only difference is the OS. All drivers, software, everything is the same on both. Seems like the i7 and W10 don't get along well with TERA, "just because".
Hope this helps anyone else having similar issues.
There's most likely something else, considering I use Windows 10 with an overclocked 6700k (same cpu as yours just actually clocked higher).
There's a chance he didn't debloat Win10/enable hyperthreading.
I think it's a combination of my GPU, CPU not communicating well on TERA with specifically Windows 10. If it happens to me, it'll happen to others.
Check your "hardware reserved" ram in windows 10 (happens if you have different sized pairs, or a finicky motherboard) by hitting CTRL+Shift+ESC and click on "performance"
If Win10 isn't hogging your RAM then my suggestion would be to check and make sure that your cores aren't parked.
I'm going to do a comparison of Tera in Win10, Win7, and WinXP some time shortly to see how they all compare to one another. I've been focusing most of my attention on my Pregger GF instead of the "fixes" I'd intended to work on for the game. (Which will probably have to get approved by the dev team to some degree before I could ever just "put it out there", since some of them are going to require editing packets from what I can tell.)
Bottom line, with that processor you should NOT be having issues.
