Well, this is actually the sign that it is your "connection," just not between you and your local ISP. It's the path between your ISP and the server that's the problem (as with those above). Your connection to voice chat is going to some other server elsewhere, and so isn't affected. But your ISP's connection to Chicago (where the TERA servers are located) is having the problem. Your own personal connection to your ISP, and TERA's servers' connection to its hosting provider, are okay.
Well, yeah - I think a ping around 250 is normal from that region, so if you can just bypass the Comcast route, you'd be better off. That's what I mean by VPN would help -- assuming you can find one that takes the other path.
