Proc means that an attribute performs...
Example, The Dragons have a passive skill trait that buffs crit power. If it performs then you'd say, "The dragon buff proc'd"...
In other ways, you can say like on your weapons with single or double enrage stats, if you getting higher numbers during the enrage phase, then you can say it has "enrage damage boost proc's when the boss enrages"... Sorry if making it way too simple, but just explaining it.

Proc is an abbreviation that refers to a weapon, item or ability activating with the "Chance on Hit" or "Chance on Use" effect (an ability or a spell).
