I have a 6600k @ 4.6 with a 1070 as well. I'm getting 35-45 FPS in combat while having a modded S1Engine on worse than preset 2. Hyperthreading won't give you an extra 40 FPS.
And im using Intel Core i7 2600 @ 3.4, 8gb ram and GTX 560ti.

I have been using pc with i7 960 cpu since 2011 and (at first it had nvidia gtx 560 ti video card but then upgraded to amd r9 270 video card 2 yrs later) and it ran tera pretty okay at first back in 2014 but definitely had to make some changes through tweaks sometime in 2015 year. After some tweaks and following guides, I was able to get tera to run smooth in windows 8.1, a decent 40-60 fps. But my experience in windows 10 was horrible even after adding the game to windows defender exception and following all the same tweaks. When I went back to windows 8.1, my tera was back to normal.
So recently I wanted to build a new pc because I got interested to build one and did a lot of research. About 2 weekends ago I bought my parts at a micro center (about $1,000) and went with a full AMD build. The cpu I went with was AMD FX 8350 4.0 ghz which I thought would be fine. After I installed tera, I knew I had to change some tweaks because my old tweaks were for my i7 pc. I spent 1 or 2 hours fixing the tweaks and it did not help sadly in my new amd build pc. I ran into a lot of fps issues, and in dungeons I was freezing up or going through the boss at times. It was very frustrating and my ping was at 20-30ms, so I knew it wasn't a ping issue but rather FPS problem.
I spent hours looking at different threads about tera with amd fx 8350 and maybe 6 or 7 different topics of different tweaks and nothing helped. So after talking to some people that I know, they had mentioned i5 processor is much better than the amd processor in terms of gaming. I did more research and found out my amd processor I bought is somewhat old and is great for streaming but not for gaming while i5 is the other way around. Even I tested games like the new game Deus EX, GTA 5, Serious sam 3, Hitman absolution and other games. I felt I was not getting the right amount of FPS even though they looked great since I have a great video card. I found that the AMD cpu is somewhat bottleneck maybe due to its cores use.
I thought about this for few days of what people recommended and since I was still within 15 days of my purchase of AMD build, I decided to return the AMD cpu and motherboard (although it was a pain to take those out from the case but was well worth it!). So for my replacement, I bought the i5 6600K and the asus motherboard that came with it. After finally installing everything this past weekend with lots of trouble, I was amazed at the results I was getting when testing Tera out. I was getting an automatic 60-100 FPS and sometimes goes over 100-150 FPS in different areas. And keep in mind I did not do any tweaks yet; and tera looks so beautiful as well. I was a bit concerned because I don't want the video card to use too much power so I put a fps limit from the tweaking by turning smooth frame rate on and put a range of what FPS I want since my monitor is a bit old. After few days of testing, I get a constant 60-80 FPS in dungeons and in the outside world. It does drop to 40-50 fps when there are many people in highwatch but it loads the people very fast too, something I never encountered in my previous pc. The only thing I'm curious is how my new pc will act when we have those 1 hour event where we have to kill Shandra manaya and those other bosses; like how my pc will react with so many people. Also when I click play on the tera launcher after login, the ninja screen comes up and after 1 second, it loads tera so fast. No lag on the character display, when using enchanting window, opening up inventory, merchants, tradebroker and etc.
I realized that I made a mistake going with AMD build but it was well worth to switch to the i5 setup. Also my msi rx480 video card is amazing with i5. I realized in order to get good FPS for tera, you do need an intel i5 or better. I'm not sure about i7 but from what I hear i5 may perform better for tera because of its less logical cores than i7. I might be wrong. AMD FX has so many cores but the way it's used is used differently than the i5/i7 cpu's, thus amd struggles at times. AMD does good in gaming for the ones that support better management in multicores but i5/i7 will beat AMD by so many miles in most games nowadays. So in order to get better FPS and if you have the budget and interest to go with a new pc, I'd recommend going with a new build that has an intel cpu and from what everyone mentions, it is true that this game consumes a lot of more cpu more than gpu. Trust me I spent so much time trying to fix tera under the AMD build and it was really painful but I learned a lot of my own mistakes and then some.

Is it okay if I ask what do you use to display FPS and the temps like that in game? I need that so I can see what my new pc setup shows while I'm gaming lol.

I use EVGA's Precision OC for my EVGA card. You can use MSI Afterburner if you don't have an EVGA card. It does the same and offers more I think.
Sad to see Tera BARELY utilizes GPU as you can see in the video, guys... doesn't even hit ONE GIG out of 8!
