Yes, in some cases low-end GPU might have impact on overall but in my experience with many computer and laptop tested, GPU or graphic card have little impact on FPS in Tera.
yeah that's the good thing about SSD is the quick access to information compared to the HDD where it has to search longer. SSD indeed improves FPS/gets rid of freezing in a lot of games cause of loading assets faster.

I am really thankfull for all your advices.
Yet still unfortunatly none of them helped me.
I unparked all cores (2 were parked before), tried to remove party buff icons and other stuff via engine .ini, tried to use the comand -USEALLAVAILABLECORES at tera shortcut, but nothing really helped me.
During some tests, I observed that my CPU usage is really very stable, its in the range of 40~45% no matter if im i'm dungeons or in the world, and regardless of which setting I use (lowest or max). Seems like for some reason the game is capping my cpu limit to this range of usage.
I might not be 100% sure about that, but I am noticing that its not even necessary to be in a party for my fps to drop, if I'm alone in island of dawn for example, my fps is ok and arround 40~80 with everything maxxed while fighting a monster, or 50~85 if im just walking arround. But it looks like that if someone simply shows on my screen, thats enough to make the fps drop to 35~50.
I just made a test, and I noticed that the simple fact of looking at a healing hp or mp mote made my fps drop 40~50. Being it 80~100 with lowest settings while looking at it and 120~150 without looking at it, but maybe it was just because that side of the map had more particles, idk.
I also think that tweaking the .ini file allowed me to achieve higher maximum fps with lowest settings (besides not afecting my average fps overall).
I also noticed that my FPS drop even fighting a bam, be it with lowest or highest settings.
But I guess all of these things are associated with the reason that my CPU won't pass the 40~45% usage.
I am really impressed with what ur saying, coz even with everything at the lowest possible settings I get an average of 20 fps during boss fights in dungeons. If u dont mind, could u monitor your CPU usage while in dungeons or even while playing in general and show me ?

My CPU usage is same as yours, atm I playing with my old GPU, Ati Radeon HD 3870 which is 8 years old. New one is at warranty and I'm having pretty much same fps, but everything at lowest cause otherwise fps will be pretty bad and GPU would overheat really fast.
Don't use AMD Turbo in BIOS, it cause stutter and freezes as it isn't stable with core speed. Just overclock to 3.8ghz and should be good to go.
Check your videocard 3d settings, maybe something turned on there that can cause lower fps.
All in all, I don't have that amazing fps, battlegrounds are nightmare still, huge fights can drop me to 10-20 fps and for some odd reason, ninjas cause quite noticable fps drop/stutter. Usual brawler/gunner/reaper makes lower fps, but no stutter/freezes.
Why?
0 = Means optimization is on, kill the shadows completely thus more FPS and less lag stutter.
1 and above = No optimization means more details on characters, others player character and shadow are always on, hence lag.
