Thing is this topic comes up like all the time, it could just be that for some people they may not realize that they have maxed out their gear potential rolled stat lines specific to party play which is entirely different to speeding around solo.

That's just something that Zerks and Slayers have.
But that could mean that it is an occasional glitch in the Talisman Trio, where it doesn't apply the benefit but displays the charm as active. It would be interesting to see if everyone having this problem is using the Trio...
Edited for additional idea: It only happens SOMETIMES. Same character, equipment and dungeon, and one time I can't keep my blue bar going and other times it is not even a concern. Sometimes I have been near someone else who charmed as the dungeon begins. I'll watch to see if that is consistent.
As suggested previously I will also watch to see what type of healer I have, but I doubt that is the answer. I've had some healers who try to dps and won't heal--and the problem didn't happen then...so....
Talisman Trio does get bugged sometimes.
It actually makes a bigger difference than you think. There's a ridiculously massive gap between solo priest and solo mystic MP regen. As someone else said, you can really only test the difference alone, because the impact healers have on your mana is pretty huge.
It's also not black and white for classes - you could have a mystic that literally never bothers with CR, so you'll be running out of mana like crazy, whereas a mystic that uses it regularly will keep people at 100% almost constantly. There's also a big difference between a priest that uses MC off CD and one that only uses MC rarely, or not at all. There's too many factors to take into consideration to compare mana regen in party play and say it's definitely bugged because some runs are worse than others.
