The first video is shown as an example whom didn't want to offend and the more so to violate the rights of the author of this video.
The only Halloween thing they've announced so far is the return of the candy cannons and cash shop sales, but they say more things are coming. But they never said there'd be Kyra's this year, as far as I know.
I think they did that because of players who were hoarding from previous events (I know some players who had hundreds of catalysts just waiting for it).
It was because people would hold onto them for the next event for something "better". They couldn't balance rewards for people starting with 0 when others weren't starting at 0. This is normally why other games tend to use different 'tokens' for each event aside for possibly yearly events that have the same rewards each year.
Very much there is a wish to participate in Event.
This game event for all players, both beginners, and skilled players, will give a variety in a game.

Last time it was only in February ( http://tera.enmasse.com/news/posts/more-kyra-s-potion-shack Posted on Feb. 18, 2016 by Harmonia), it is possible to carry out new Kyra’s Potion Shack now?
I personally would like it to return, but i hope they learn from the past potion shacks, and avoid over saturating the prize pool with over 100 possible prizes, with only 1 method of obtaining catalyst in game, and that method rewarding a mediocre amount of them.
I would: Decrease the prize pool to a decent size, that still provides decent rewards for players; increase the amount of in game methods to obtain catalyst (i know you like money EME, but buying catalyst cannot be the only method of obtaining large amounts of em), just like in the past when blue boxes dropped a lot of em.
I hope Administration nevertheless will give the answer and we will be able to participate in an event: Kyra’s Potion Shack
Actually, that was a very good thing. It was the only Kyra event that didn't completely crash the market value of an item. Or would you like another 100 Googly Eyes?
