IIRC, they did put a filter on it, but people immediately found ways around it, so they decided it wasn't worth the time/effort to pursue for this.
The solution is simple,
Make them have long cooldowns, short life spans, and long distance placement ranges.
Long distance placement from one another i can understand, in fact, it would be for the better to prevent spam. Long Cooldown also is ok, like maybe 1 or 2 hours cooldown to use another sign again. Short life span, you got me there. They are called Half day/Quarter day signs for something. They are supposed to last for an entire 12 hours or 6 hours.
My solution would be:
- Long distance placement from one another, like how campfires used to work, but a bit longer.
- Long Cooldown
- Banned use near or inside populated places, such as major cities (Highwatch, Velika, Kaiator and Allemantheia) and near dungeon teleportals. If you got something to say to someone else and you decide to use a sign for that, do so in a place where people wont be able to see without having to do some walking.
The game being 18+ doesn't have [filtered]-[filtered]-all to do with people posting racial slurs and other [filtered] that breaks the ToS.

Block the racial slurs and the ways around it? They really could do numerous things to fix this, like a really heavy filter, they just don't want to. People just need to get over it like god...maybe they should be playing Webkinz or something if they're that offended by negative words
Seriously, just fix the filter and make it 10x more strict...look at ways people get around the bad words and add that to the filter list. Eventually, they'll run out of ways to get slurs by. There's only so many variants you could use.
**********Edit: even better, instead of having a FILTER, why not just give the signs a dictionary? Like for example instead of blocking words, they only have a certain list of words that you can even use at ALL - like ToonTown or Club Penguin's system. That way you can't even mention names of players, spelling errors would not be recognized by the sign system so you'd have to fix it before posting...
Honestly, a pre-built in dictionary for the signs sounds like the BEST way, then.
Also restrictions such as not being able to type numbers/excessive spaces/special characters would help. I don't know why they just can't do that. Signs would be good for rp and player-run events like I said!
*************************EDIT #2: For the dictionary example, i don't think I explained it well, let's say the sign dictionary only has like 5 words that it will recognize. If the system doesn't recognize those words, it'll be either censored, or you wont be able to make a sign at all.
Let's say, available words:
[Names of locations in-game]
[Names of enemies and bosses in-game]
[Names of in-game items, races, etc.]
[Basic parts of speech]
[Most commonly used words in the english language that are appropriate]
Only those things would be recognized. Literally nothing else would get by. If you are typing Celestial Hills but you misspell it, "Selitel Hoilz" the filter would block it because it's unrecognized as words. They wouldn't put any names (that don't belong to NPCs) in-game, so you couldn't have a sign that says, " [PLAYER NAME] is a [SWEAR WORD COMPILED OF NUMBERS AND LETTERS IN ATTEMPT TO GET PAST FILTER]" would be blocked because player usernames and misspelled words are not in the dictionary.
Idk any of y'all who played toontown/club penguin/webkinz as a child knew about the strict filters. Instead of blocking words, just make everything blocked EXCEPT what is relevant to the game...
Knowing how creative some people can be to bypass the word filters to write profanity, insult other players or group of players, racial slurs, etc, i cannot think of other way. Making the word filter more strict, people will just find a way around it. Banning completely the placement of signs on places where people might like to place them for the sake of whats said above, sure people will try to find a way around it, but is gonna take them a while longer. You could still use the signs tho, but not just near that teleportal where you want everyone to see how angry you are at EME or how you feel about certain player.
