Tera II or Tera successor!!?
Lets say you had the power to right now take over the Bluehole and make changes to Tera your self. The thing is, your really not sure if fixing Tera at this point even makes sense or would even solve anything when it comes to keeping the player base still interested?
And that really due to the fact that Tera has lost a lot of respect from a f2p MMO community, from many of those updates that dwindled its player base from what it used to have originally and now isn't able to keep up with.
Which is why trying to fix it by back peddling on everything that you caused it to be, wont be enough to put this Tera into its prime state again. All of that is just wasting time and money for something that you cant keep milking forever. I think Bluehole just needs to move on and start developing a new Tera successor MMO or Tera II. Except there is really nothing to base Tera sequel on and the game might still have the same negative stigma attached to it.
Which is why I think that making a Tera successor instead would be a more safer approach. It could be based on unreal 4 engine, with completely new beautiful rendered world, new or familiar races and balanced classes, more things to do, better coding etc But here is the most important aspect that the next mmo should have and its the same true action combat system like in Tera. Stagger, Block, Roll, Iframe and Stun. So that the older players could still find its complexity interesting to play.

I honestly wonder if they'll ever make another MMORPG "like TERA" again. A game that features the same combat system, probably, but it seems to me like the MMORPG genre is kind of dying. There are still people entering the market, but each one is more niche than before, and requires more aggressive monetization to make up for it. But who knows -- I guess time will tell.
Balance between classes(which will always be a problem)
Add housing system,so your chars are roommates which is very heartwarming when u log in and see them in a comfy room. And u can invite other players to your house too.
Add more economic content, like trading between towns, cities, NPC. Expand the current economic system.
Add more place to explore, more lores. So you dont just wander around for achievements since achievements are boring to grind.
Add more food, they will have different functions. But they will be more likely for Role play, not pve and pvp related.
More Roleplay, and roleplay gives actual rewards.
When we kill monsters, we loot their body parts and those parts are useful.
Adding elementary effects on gears to counter different enemies or environment like pokemon
Redo critic system. Only critic and guaranteed to critic when hit enemy's weakspots which can be different on different types of monsters.
Remove all RNGs, if something takes efforts to grind then be it. No more enchanting, gears are just what they are when u get it.
Gears have different passive, so choose the right combination for your choice, like moba [filtered].

It was once dubbed to be the next TERA Online, but the idea was scrapped and to make it more easier and cheaper to develop. Some program files found in Devilian indicate that it was once planned to be a TERA-like adventure MMORPG (with 3D camera functionality instead of the traditional bird's eye view). It's also noted that Devilian is getting ported to Mobile by the publishers Gamevil, but it's still currently in Beta.
In my opinion, I believe that because mobile is much cheaper to create MMORPGs, that this will be the direction gaming will be headed. We don't see children asking for PCs, or home consoles as much as smartphones and tablets. I believe they're reaching for a new generation of children to keep the gaming industry alive.

The only way to fix Tera is to release a vanilla legacy server.
Oh really? And what then? When people get bored of the same old content what?
Making a TERA 2 and just simply fixing TERA is pretty much the same thing.
In my opinion the devs just need to listen to what people want and they'd have more players back.
For example..
-Less of a grind
-Fix to OWPvP
-Fix to PvP overall
-Less recycled stuff and actually new content
-And what we mostly care about.. better optimization. Using UE4?..
