I went in to do the dungeon Sabex Armory, and when I went to claim my vanguard reward, I noticed that now only battlegrounds provide XP. This isn't just a listing glitch either, as when I claimed it, I only received the items and gold. Edit: Items removed, only provide gold now.

XP is always rewarded, even if you've exhausted your daily limit for Vanguard quests. The limit only applies to items.
That is 8 quests a day limitation. At level 65, once you've done 8 quests, all reward become none or close to. A few things give 2x titan ease for example. If that is the case, you're "quest depleted". change toon and keep going.
If that is beyond that, I'm sorry to tell you, but you seem to be the only one with that problem in Fey Forest since nobody saying "same thing" in your threat...
Each character has only 8 vanguard badges a day, resetting on the daily dungeon reset. This fufills 3 purposes: 1) To force players to have more characters, 2) Reduces the capability of bots drastically. 3) Makes it such that the casual can get enough rewards each day to advance at a decent (albeit quite slow) pace.
Also, Sabex no longer has a vanguard request from what I remember, not that it matters anyway since if you get a 2x xp somewhere (doesn't even have to be elite, could be a 1day xp scroll), you can get to 65 from just questing without any difficulty.
As far as I know (unless it just changed this patch), that isn't true with vanguards from 60-64. It is true for vanguards before level 60 (although they stop rewarding items if you hit the cap). So I suspect what happened is that the OP hit the daily limit while leveling between 60 and 65, and then hit the limit again after hitting 65 (the daily limit resets when you hit 60 and 65, as it switches between the three systems). That would align with the symptoms as described.
I fully understand that there is a limit to how many can be claimed each day, that is not the issue. The issue is that it will randomly happen regardless of how many have been turned in. For instance, yesterday I had logged in and done 1 dungeon run, and was on my second island of dawn daily when on the last BAM to be killed I had a message pop up telling me I had a new vanguard request, and lo and behold, all rewards disappeared, including the one I had been working on even though moments before they were there (or I wouldn't have been killing them in the first place).
If there's any way you can take a screenshot of the vanguard window next time this happens, that would help diagnose.
