I used to have a setup quite similar to OP where my fps was almost always below 20 even in not so populated areas and dipped as low as 3 in major towns. Oh and everything on low, even low performance dimming.

Intel Pentium Dual CPU (3.1GHz Overclocked from 2.7GHz - 2Core)
    Kingmax (2GB*2 - 400MHz)
    GeForce 8600 GT
    Regular Hitachi HDD (320GB - 7200RPM)

Now however, I have this :proud:

    AMD FX-8350 (4.1GHz - 8Core)
    Kingston HyperX Savage (8GB*2 - 1866MHz)
    AMD Radeon R7 260x
    Samsung 840 EVO SSD (120GB)

Running the game at max settings in most places with an average of 40~45 FPS
Highest peak was in a scarcely populated area of about 78 and lowest was in major towns at around 25, other than that, smooth gameplay.

Does having an SSD make any performance difference other than loading screen times? Also, is your SSD the only drive in your PC? Can you really get away with having such a low amount of storage? My 320GB HDD is almost filled up and I was wondering if that affects how fast or slow my PC is.

Thanks for sharing your specs, I'm looking into some of the stuff you listed.

In most cases having an SSD does not matter.

However, if your hard drive is too slow, you will probably get stuttering and other issues.
