    According to Spacecats in the known issues thread Fashion Coupons will be re-instated(5/24) to drop from bosses and BAMs though he conveniently left out addressing them being removed from IMS rewards. I'm pretty sure it's just another of a half-dozen or so things that were left out of the patch notes and we'll never get a good answer on.
