Extremelly low FPS related to UI.
I didn't played TERA for some weeks and decided to join a friend and come back. For some weird, random, and stupid reason, my FPS doesnt go above 22.
I had upgraded my CPU to a i5 6600, and it ran fine at the time ( less than a month ago ), Hitting 60fps even, in some more isolated places.
The strange thing is, my FPS drop is related to UI, whenever i press CTRL+Z and turn off the UI completely, the FPS goes to 22 (I used FRAPS to be able to check it), but it doesn't go above that. And whenever i turn on the UI once again, drops down to 11.
Doesn't matter which setting i'm using, low or max graphics, it acts on the same way. I also noticed that, opening up multiple UI tabs (Friendlists, Profile, Inventory, etc.) makes my FPS go down to 5, even lower.
Checking the GPU/CPU usage, i noticed that my GPU reaches around 20% and doesnt go above that, some spikes of 30% or a little more but nothing above that, as the CPU stays around 56%.
My specs are: Intel i5 6600, GeForce GTX 960, 8GB memory, and Windows 10. This never happened before and i have zero ideas of what could be causing.
Already installed 3 different gpu drivers, all of them acts on the same way.

Then i re-downloaded the entire game ( Not completely, just the 8.6GB necessary to run it) and nothing changed.

Similar specs here; GeForce 950 OC and i5 6600, 16gb RAM, so you should be getting similar FPS as I am. (70-80 FPS overall, roughly 20-40 in populated cities)
Where (in-game location) are you getting your 22 FPS when you remove UI? If you're standing in Highwatch, I also receive about that much with my UI on and everyone around me.
Tera is a CPU-dependent game, so your GPU is likely not the problem (unless it's crappy enough to bottleneck your CPU, which doesn't seem to be the case).
Also, consider using the in-game FPS meter available through options. FRAPS is a good tool, but I think it's relatively less reliable for FPS.
Furthermore, see the little cogwheel on the top-right corner of your posts? Use that to edit your thread.
EDIT: Forgot to ask for your resolution because high resolution = lower FPS. Mine's pretty small (1600x900) so I don't have much problems, but if you have like a 4k monitor, expect your FPS to plummet
Plus, doesnt matter where i am, the max FPS with the UI turned off is 22, doesn't change.
As i said, my CPU is a i5 6600, good enough to get around 60fps in certain areas of TERA, since i got it before.
Now my only issue is with Imperator in SS
It's a problem on my computer itself. I will try the optimization Guide but i believe it wont make any difference, since my FPS is still capped at 22 even with the whole UI turned off.
Edit: I have tried the Optimization Guide, and nothing helped. Still getting 11fps around and 22fps with the UI turned off.
Edit#2 : Noticed that my fps isnt capped at 22, so whenever i turn off the wifi, goes higher than that. Probably was because of the Optimization Guide or the location i was in.
Either way, i sent a ticket to Enmasse to see if i can get some help from them as well.
