Now, this is how the relationship between a publisher and developer that has no other connection despite that game. Things are quite different with the relationship between eme and bhs. Eme was created by bhs, it's their daughter company that is responsible for publishing games in the West, for themselves and other developers. There is a stronger bond between them than bhs and gameforge for example. Eme are able to make special request and changes that other publishers simply can't due to this.

This is sort of a mixed blessing in practice, if you've worked for a company with this sort of arrangement. On the one hand, being a subsidiary often means that you get better access. But, on the other hand, it also means that your voice won't be heard as loud as that of a third-party company, because you are already on the "inside". You're expected to be on the same team and understand and accept the struggles/issues the developers are facing that result in you being less of a priority. If a company like Gameforge makes a request, they're bound by contract to BHS and there can be financial implications. But if EME makes a request, it's sort of like a co-worker's request. Sometimes those can happen more easily, but other times they can be put off more if it's costly or inconvenient when someone else is yelling more loudly. Of course, BHS has vested interest to make EME profitable, because they share the same owners/investors... but sometimes the things that are more profitable aren't always the same as what would make the core players most happy.

So basically... being a subsidiary is a mixed blessing, particularly when the corporate culture has divided the roles between "developer" and "publisher". I suspect that part of the reason why EME keeps pointing out they're only a publisher is because that's the box BHS and their owners have put them in to some degree.

True, very true. Especially the " If a company like Gameforge makes a request, they're bound by contract to BHS and there can be financial implications. But if EME makes a request, it's sort of like a co-worker's request." and that was sort of the point I wanted to make, you worded it nicely. I have no clue how it is now over at Gameforge, but before they had a totally messed up contract with BHS according to someone who work at Gameforge. To start off, they weren't allowed to release a patch before EME, they broke this once and after that they weren't allowed to do English translations themself. EU now get the patches from EME translated, often causing translation issues were it says En Masse instead of gameforge in places, or EMP etc. The patchnotes are also very often incomplete (They receive the patch notes from BHS/EME directly and arent allowed to make it themself). Ghost bugs that are fixed in NA but not in EU etc.
Overall EU will always be behind NA due to the fact that they get the patch from EME (Again, this could have changed).
Another messed up part of the contract is the fact that they aren't allowed to do anything in the game as GMs without notifying BHS at least 2 weeks ahead, and by this I mean small things such as making a serverwide message etc.

There is a possibility that EME have these sort of things as well, but I somewhat highly doubt it. EME have so far always got privileges over GF, for examplea long time ago NA had a 3v3 tournament. EU wanted to do the same, but they weren't allowed. No specific reason given why.
Again I don't exactly like Gameforge, but I do find it quite crappy by BHS how different the companies are treated.

IDK, EME could have created all the content from the looks of these patches...
