The problem is that networks are designed to be deterministic, so EME isn't able to directly modify the route your traffic takes. Likewise, you can't directly modify the route traffic takes, except by using a VPN (which just basically forces it to go to a specific place first -- even then you can't control the route to that first place, or the route after that to the ultimate destination). By toggling the backbone providers, EME does influence the route, but they can't control the cascading consequences beyond their end.
An official response would be nice.
Well until zayo fixes their servers, EME is stuck making a tough decision. Personally i'm in Canada and for me there's very little difference in ping between Zayo (70-80) vs Non-Zayo (50-70) so hopefully I don't sound too biased. Currently they're forced to either choose to serve the NA population or the overseas population, and as it stands they've chosen to serve the NA population, not sure exactly why. Maybe NA generates more revenue, or maybe since it's TERA NA they feel obligated to prioritize NA players despite of the fact that the game has a global player base. Either way, unless EME suddenly has a change of heart, Zayo fixes their servers, or EME contracts with a new communications infrastructure company, overseas players are pretty much stuck with high ping or forced to use a VPN (which i've been doing for the last year despite living in the country next door).
If it was just constant high ping or if vpn could fix it, I wouldn't be complaining, but it's unstable af and crashing if the data transfer is a bit higher (aka when it has to load in new areas or in dungeons), and using a VPN doesn't seem to make a difference, not to me at least.
It's quite likely that a VPN can work around the issue, but you'd have to find the right end-point that takes a better route in the U.S. and a good route from there in. So it would probably be tricky to find the right provider and node that bring success. (And there's no question that this sort of thing should not be necessary in an ideal world...)
You actually don't even have to log in to check wether its still lagging, just open your computers command prompt and type "ping 208.67.49.145 -t" (without quotes) and you can see what ping you generally are getting with barely any hassle.

But yeah at any rate i do hope they actually change it back on, I'm currently being forced to use wtfast to even play and even then the ping is worse then my normal ping so its not really that beneficial.
lag/rubberbanding still in there
So you want NA to "cry about lag" just so you can have a lag-free experience? What you're going through right now is what the majority of NA would experience if Zayo was turned back on. It's selfish to say "this part of the playerbase should put up with the lag in the new content, and not cry about it so I can be happy," no matter what region you're from. I'm from NA, but play with a lot of SEA players, and it's not fun watching them lag out at 350ms. It's also not fun to DC constantly or have ping spikes up to 30k when Zayo is on for me, though. There's no happy solution between Zayo being on or off. Half the playerbase will be affected either way, and neither is acceptable for an MMO.
My guess is EME is currently tweaking the routes atm and seeing if they can find some sort of combination that results in the least lag for the majority of their playerbase. Either that, or they're putting pressure on Zayo/Savvis to stop being shits. I hope they figure something out soon, though, because being stuck with 500 ping in a 30 man or half a raid that just DCed isn't playable by any stretch of the imagination. They're really going to regret pushing this patch out so early when they haven't fixed the routing issues.
Most places can't even do that, You get the route you get.
For myself, With Zayo on I average 55-70ms however between around 6pm-11pm eastern is completely unplayable for me.
With zayo and my rather expensive VPN, I stick around 45-50 consistantly,
With Savvis on, I average 47-53 consistantly.
With savvis+vpn it's about 42-47 or so.
For those saying a VPN does nothing. It takes ALOT of time, trial and error to find the proper server, let alone finding a good service. Since you're trying to tackle one specific problem. Not just any VPN is going todo that for you, same goes for not just any of their servers are going todo that.
On another note, they did manage to tweak something, because as I know Zayo is still off, but there are a lot of people, including myelf, whos ping has gone back to almost normal, it's only around 30-70 ms higher than usual, and I haven't crashed all day.
