Highly unlikely. Nexon killed many of it's best titles.
- Remove or significantly nerf reaper, brawler, gunner (to the point where they are completely useless)
- Bring back nexus
- Balance the gears (best gear must be less than 3% better than 2nd best gear, new gear must be less than 3% better than current gear) to end gear treadmill
- Remove 65 cap in CS
- Bring back guild bank
- Remove p2w dragon
- Remove guild buffs
- Just remove this whole guild patch actually, it's a complete disaster and nothing good came from it.
- Bring back old kumas. Yes, it was actually very fun during the ~2 months when it was balanced, 50% win rate on average.

Raising level cap is like using band-aid to treat cancer, the stop-gap solution doesn't even hit the actual problem.
Being an almost purely PVP player who's played every class, I don't see a problem with the classes you've mentioned. They certainly don't need to be removed or nerfed so bad they're useless, the only class that is OBJECTIVELY broken is ninja. This is proven time and time again, a +15 ninja will on average do much more damage than other classes in PVP/PVE. This isn't me whining, I've mained a ninja and know first hand how broken it is. Try any EQ BG (like 3's or CS) with ninja, the damage is just insane compared to other classes.
like said before, all the balancing should have been done with either a level cap raise at the same time, but by now, it would just mess everything up again. i assume level raise would also mean a new skill? that would mess things up. also the level cap raise on its own isnt "new content". it is less than 0.05% of your time spent on leveling between 65->70 and the next cap. it just prolongs the time for noobs to reach the new cap.
On the other hand, the balancing probabably will be undone by the new class that gets released 8 Dec. But altogether, a level cap raise isnt required to bring back a new wave of players. Opening a new content, starting a new Lore, bringing new boss monsters, mechanics and more will do just the same thing.
Everything you just said is exactly what will happen.
