    it didn't work for me and then I switched to lower level weapon and wait for a few secs after it spawns then kill it, as long as kelsaik is not killed instantly it should work fine I guess. if this still does not work for you, keep restarting the quest. Sorry can't help much but that's what I did and there was a thread about this bug too.
