Chromaplasm Weapon Skins

A guildie just brought up how this skin is in the Dressing Room but neither of us have any idea where to obtain it, it's rainbow in the icon and cycles through all the plasma colors. She wants to buy it and so we were just wondering if anyone knew how to get it or if it's like the various other items in the dressing room that aren't obtainable anymore/at all.
