Almost everything in the packs was bind on equip or unbound usable items like keys, character and bank slots. I think the title was the only thing that cant be sold.

Just restrict chat to level 40 or even 60+. Not much reason to use it at low levels anyway. Then a daily sweep of each server will keep the spam fairly low.

Most of them are on the way to red quests anyway so its just free xp and gold since you will grind those mobs either way.
