It's probably for the leveling event going on. Does it say Level 10 box? If so it's only for one character per server.

I don't think an easy leveling process can be blamed completely for players not learning their class. I think it comes down to each player putting in the effort to learn how the game works and how their class works. I understand it's a learning proc…

Elite Boxes are once per day, per account. Not per character. At least that's been the case for me :)

Yeah I just went ahead and bought 2200 EMP, and I got it right away. So hopefully it works the same for all future purchases.
