There are Design Merchants at every Main City (Highwatch, Allemantheia, Kaiator, Velika) near the crafting tables. I for example bought my ones in Kaiator and could achieve Skill Level 800 without any problems.

Alternatively dont use the elevators until this problem gets fixed! The bases in those areas always have teleport masters which you can use to get to other floors :)

Same problem here. Typing login data, press Submit...short load...nothing happens except deleting login data so you have to fill them again.
