So far from what I know Sony switched their PSN subscription model to that of MS and XBL. PS3 you can still play games online without a PS+ sub, PS4 you cannot, so I think that yes, you need PS+

For Console Development they have no choice but to jump the 64-bit client train. Especially with the newer generation consoles (Xbox One S, Xbox One X, PS4, PS4 Pro)

I'm guessing the servers run on Linux, if the game servers were to run on Windows, oh boy, Windows needs to restart for Windows Updates! We'd all be getting disconnected on Microsoft's Patch Tuesday
