I doubt. Nexon just bought the rights of Tera and if I'm not mistaken, they are a bigger game publisher than bhs. They wouldn't assume the risk of buying a dead game.

I never saw any in Tera, gladly (Gold spammer killed the chat of Blade and Soul, it's incredible how they lost control over it)

Impossible if you don't do a lot of world bosses. I leveled my ninja doing achievements, clearing everything before moving to the next content. But you level up too fast, I hit 65 this way, without any of the 60-65 quests...
