Sometimes deleting your hosts file in c:/windows/system32/drivers/etc/ can fix this problem if a restart doesn't help. Otherwise your firewall or router or isp is blocking your access to tera's server list, try disabling firewall/using a vpn.

They made a post about it, basically the server was set up wrong so it was giving you laurels for the amount of points you needed two years ago.. now there are more achievements, so you need more points.
