They were moved a while back from my understanding at least on EU They were intentionally removed. I believe it was with the most recent patch there are no more keys they deemed them to be useless and removed them from the game.

Every region had this patch, it was being advertised for over a month on other regions. The dungeons removed are supposed to return just have no ETA on When.

I got to level 70 in a week and never once did I do caimens. I also started at level 1 and played 5 hours a day with no events running. It's really not that hard.
