Look at server transfer FAQ. It is the same even if you pay for it. In short: 50k per character, and you transfer one at a time. There are also item restrictions on what you can't bring cross server.

Can PvPers PvE? yes. That is probably my answer. But I am pretty sure they will release some way to get tier 4 etchings for pure PvPers.

PvP defence wise, Conflate+12 wins by a landslide for a while. It is a very stable option if you only PvP.

I honestly see nothing wrong with either side. OWPvP is perma active for KTera and even though QQers will cry foul, I always use that as a baseline. Enjoying the game at its supposed form is expected.
