Yeah, I think this regression happened at the same time that fashion coupons had temporarily disappeared after a patch, and they had to restore them. These were probably also casualties of the same issue.

I would submit it as a player exploit issue. Assuming it's not a bug, this person is probably doing it all the time, and so the confluence of reports could support their guilt.
