The times when I heard of people with this issue in the past, it was because something was being detected as a game controller. There's an option in the menu to turn off game controller detection, so maybe that will work for you.

The Celestial Arena entries issue also happened in the last patch; I don't know if it was ever fixed before.

The most likely cause is that the game was forced into a repair and there isn't enough free space on the drive to accomplish the repair. You need to have about 40 GB free on the drive for the repair to work. Otherwise, it gets stuck in this state.
