My experience has been a bit different. People can be arses and have little tolerance for experienced players not playing properly when they should know better, but if you explain you're new or inexperienced to them they help out pretty readily.

I think if the character is 65, the name should stick for a long time (a year or so). On the other hand, low levels would need to be logged in more recently to preserve the name to deal with low level placeholders.
