It was changed in a previous PC patch. now, it's for lv 50 (referring to TERA PC ver) Consoles are few patches behind, that's why u still learn Thrall at low level

Warriors and berserkers have to choose if they queue as DPS or Tanks (if they select the "shielded icon" then they queue as tanks, else as DPS). That's how the system knows their role. Lancers and Brawlers queue as tanks only.
